Here are the steps.
To export:
1) File -> Export -> Export Active Ruleset ...
2) Provide an arbitrary name and save to desired location.
To import:
1) File -> Import
2) Select the XML file exported earlier

Seriously, IMO, if you like Blink, want to help improve it, and are willing to spend a few dollars, I would buy Blink Professional. Keep in mind, when you see Blink Personal Edition updated, Blink Professional will not be updated right away. The reason being, all of eEye's enterprise and business customers are using the Professional Edition. If eEye pushes out an update (that Blink Personal Edition users find issues in) then pushing it out to the Professional users would be a mistake and cause a lot of issues. Therefor, the code base of the Professional and Server Editions is protected a lot more. When an updated has been running successfully and there is not a lot of complaints, eEye will update it via the Customer Portal and at that time Blink Professional users will have the latest version available to download.
Finally, the default exclusion list (the Apiex.dat file) that the Application Protection module uses is a bit tighter in the Professional Edition than it is in the Personal Edition. For Example, I can run the DVD playing software called "PowerDVD" with no issues on a system running Blink Personal Edition. However, if I run this software on a system using the Professional Edition of Blink, Blink's Application Protection module will stop PowerDVD from starting alerting on the C:\Program Files\CyberLink\PowerDVD8\PowerDVD8.exe executable when it starts. I would have to put in an exclusion myself in the apiex.ini file before PowerDVD would run. This exclusion looked like: *PowerDVD8.exe;;Kevlar;0
