I found this file in \Windows\System32\Macromed\Flash\Flash6.ocx
As admin I could not delete the file even with /f.
I could rename it however. MD5...: b729ba1592acacb47f2b06dd3d5753fa does not show as an infected file.
I presume I'd have to bring the system down to properly delete the file or killbox it.

In reply to my own post, a reboot was performed and the problem disappeared.
Verified by loading Security Center and confirming it was reporting as 'ON'.

Thanks Blue, I have already taken the steps to isolate the firewall. Disabling it removes these issues from repeating. (Meaning the problem goes away)
I have also upgraded my vncviewer, which seems to have many improvements including not freezing as often. But it still freezes.

My guess is it's not registered properly in the Windows Security Center application. Technet has some docs on this, but I wouldn't know how to fix this without more details.
It may also be a issue/conflict with disabling the WFW/ICS service.

I'm suspicious that it occured immediately after shutting down WFW/ICS. Something is buggy.

I noticed the quarantine files are packed and they look like a known packer from a quick look, Would these do? Or should I still pack these up as suggested?

Ah yes I read that, thanks. I don't think it needs to be repeated that if the Norman updates could shrink this could have a big impact on the downloads themselves.
